Residential or Commercial property?
There is no requirement to license a car if it is not driven on public roads. You can leave your car on private property forever without current license plates if you like.
It has nothing to do with who's land it is.
HOWEVER: Your condo agreement may very well have a provision requiring that all cars on the premises have current registration, in order to prevent people from leaving junk cars lying around. Check your agreement.
Ok, i see where cleaning the coils would cause the heat to malfunction due to reduced air flow. That one's ok.
I can see the 2nd tech did a good job by actually repairing the leak instead of just filling it up and leaving. Ok there.
Why was another tech sent out 20 days later…No cooling again?
A compressor not being bolted down will not kill it. Worst that could happen is a stress crack in the copper tubing connected to it.
Warranty companies suck and they will do anything they can to get out of repairs. All it takes is a tech saying something wasn't installed correctly and they use that to deny paying.
Was the compressor replaced by the same warranty company? Tell them that if they won't pay due to the compressor not being bolted down, make the service company that replaced the compressor pay for it since it was their fault.
I doubt you get very far this way but unfortunatly, the warranty company is holding the cards right now due to the misinformation of the last technician.
Note: Compressors come from the factory with a 5 year or longer warranty. If the compressor was replaced during the manufacturer's warranty period, then only the remainder of the factory warranty applies to the new compressor. Also, the manufacturer doesn't cover labor on the installation of the new compressor. I doubt you have any warranty left on the compressor unless it came with a 10 year factory warranty and you are still within the time allowed. Even still, labor, freight, refrigerant, and other misc parts won't be covered.
My best suggestion is to use a management company that is not flat fee based. You need someone who is based on percentage. A flat fee based company gets paid whether or not anyone lives in your house. It's easier for them if nobody lives there. They get paid, and they don't have to do any work. A company that gets paid a percentage of the rent is going to work to keep someone in the apartment, because if nobody lives there, they get nothing.
Beyond that, you need to decide what terms you are comfortable with, and figure out how involved you want to be in the management of the house. Some companies will do everything for you (pay all the bills, fix things, etc), and some will not. So you need to contact as many as you can to compare rates and policies before making a decision. Many of them require a contract, which may be as little as 6 months or as much as 2 years.
Lots of things to consider.

There are a dozen different companys on the net. Try one with a national name like Grubb and Ellis. these are professional Real Estate people and should give you the most security and reliability for you property. Good luck.

I own a condo in Henderson which has been managed for almost three years by NSC property — owned by Sara Chio. This is my first time using property management (i live out of town) and I have been completely impressed with Sara and her staff.
They are really good about followup and they do what they say they will do. Every time I call, if I leave a message, they call back soon just to say they got the message.
I think their rates are fair for all they've handled for me. Their network of contacts to handle my routine maintenance always seem to be inexpensive.

Find a private owner – there are a lot of them who bought brand new houses only for the reason of renting – no need to go through a property management company – many new home owners do not want to give up the one month plus 10% to these companies … bad credit is no problem …
some insurance companies are very specific when quoting property damage, some won’t even pay a dime.;`-
